Probably an etching. An "artist's proof" was usually preliminary printing to make sure the art was up to that artist's standards.

      https://en.wikipedia.org/wiki/Artist%27s_proof

Artist Proof are often more desired by collectors as it shows the process that the artist used to create their work. Ideally the number of artist proofs for a pieces very small, single digits. Some artists, however, abuse that by cranking out numerous copies and labeling them "artist proofs" to get more money from them.

A quick search showed nothing for an artist named Janet Hilebrand, so this may have been a work by an art student.

It is not Janet Hilebrand who made this but Janet Hildebrand.

The ArtSea Gallery presented abstract acrylic paintings by Janet Hildebrand from April 26 – May 2 last year in Sidney, British Columbia, Canada.

Maybe you should ask them for information.
