      I believe it’s a shell cameo, from Italy.
      I would guess a 14k bezel.
      The only bothersome thing is; craftspeople typically sign this kind of work.

      Helmet shell carved cameo from Italy set elsewhere sometime well into the 20th century, going by hinge & safety clasp. Ceres type:

      I have no way to assess the metal. Brass you can usually smell if you warm it up just a tiny bit. A great many cameos were set in brass. Some cameos are signed, but the vast majority are not, even some gorgeous stone pieces.
