Found this in a small shop they new nothing about it nor do I but it is very cool, rims are wood with a steel band the horse is wood and the rest appears to be cast iron

1990's decorator piece. Imported from the Phillpines, rusted and aged to look old. Hope you enjoy it for what it is, these were well done pieces, but often miss represented as old.
