    No idea what this set of tools is used for. I have searched and searched. I have asked multiple mechanics. One said a possible tool for timing mechanism. One said a set of hex wrenches.

      Spanner wrenches. Ones this small were probably used for adjustments on motorcycles. Today they make them with adjustable hooks.
