This is a beautiful ashtray advertising the spa waters of Vichy France. After WWII, the name was changed to Vichy-Célestins to avoid association with the Nazi puppet government in Vichy "State" France.
The beautiful blue color is particular to France and is the same color often used for Gitanes ashtrays, I beleive it is called "Gitanes Blue" although I think cyan is often called this color as well.
