Definitely looks like some kind of precision transit/level/surveying device (kit?!) to me, but I'm not an expert in such things. A quick google search just now using "schneiders transit instrument" pulled up pics (at least) of similar looking things.
I still have parts of one I bought during the 80's. Discount store item that flopped. Go get a Berger if you want a transit or a Bosch.
So is it a Transit order a laser laser level because I see the level but I don't see anything to look through
@dgirardin. You don't "look" through it as such. All it does is project a laser beam - a bright red dot - at a constant level. Set the beam up to whatever height you want and it can then be rotated wherever the beam is required to be used as a datum point.
The DIY ones are used by shopfitters when installing cupboards etc. the higher quality ones on engineering and construction sites. I have used a very high quality one when installing underground conveyors on a mine.

Hello, I agree with onedtent . You would set up the tripod, with the base that would hold the level. You would use the vial on the base to set it level, and then the vial on the level to set that level. Then turn on the laser and rotate from a fixed point to another. This type of system was not accurate, too many parts to level by eye. The more current, electronic "self-leveling" lasers are much more accurate. Regards, Lou
