Is this an Ikea Chair?

Hi, I am wondering if anyone knows if where this chair is from? There are no markings, it is metal and fiberglass/plastic task chair that swivels but does not roll. It has the propellor base. I have this one in yellow and I have another one in red. The man that I bought this one from said it is from Ikea Germany and older. Or if it is made by someone else. Any information. Thank you.
