Childs Pedicab and Scooter

My father brought this back from over seas in the mid to late 60's. He was a Navy submariner and they scratched off the serial numbers and tied it to the pipes in the submarine. It was from Red China and if he had gotten caught he probably would have went to prison. Any info anybody can give me would be grately appreciated. The handles have a flower marking on them that says Red Flower but there is no other markings on them. The handles are plastic, but the rest is metal. The tires are a hard rubber with very little cracking. These have always been stored inside but were definately rode when I was a child. The pedicab is about 3 foot tall by 4 foot long. the scooter is about 4 foot tall and 3 foot long with a kick stand.
