I am wondering if anyone can help point me in the right direction with this piece. Some of my questions would be: is it old or new? where is it from? what is its function? Any help would be greatly appreciated. Thank you.

      Shaped like an oar lock.

It's similar to a folk art style slingshot handle. A number of West African tribes are known for their carved figures on slingshot handles. and they are also a popular souvenir item from Guatemala, and possibly other places as well.

However, this looks more African in style, but the direction the figure is facing is more typical of those made in Guatemala. Anyway, you might try a search for "carved figural slingshot handle" and see what you come up with.
