For me the men posing in the front ground look Spanish, 17th century. The whole piece reminds me of an antique tapestry that would have been hung on a wall, with perhaps several others created by the same artist.

Aubusson is a famous city in France, with a history lasting several centuries of excellent tapestry master craftsmen, a maquette or a cardboard template with the intended design would be made first, and then this would be used to create the large woven textile image.
