These are Dutch marks! :-D
Pages 321 and 322 of my Tardy book, the ferocious head facing right is a duty mark for small items foreign made.
The number in cartouche is for chain's weight.

The number 3 is a mark for the weight. The numbers go from 1 (5 gram) to 20 (100 gram). So your number 3 means 15 gram.
