      It looks like it might have been a commemorative coin. You might want to research that or even possibly medallion.

      It was a trend during second half of 19th century to enamel silver coins to mount/use them as brooches, pendants or fobs.

      Coin turned into brooch (jewelry) was common during 19th century.
      For example,enamelled St George on Queen Victoria coins.
      Needle was mounted before enameling because hard soldering would destroy enamel.If new fastening needle is needed, it should be hard soldered to small silver base and then soft soldered to the coin at lower temperature.
