Yes, lptools is correct, it is a pot/pan lifter. I have several specifically made for PYREX glass baking dishes as well as one just like this, I believe it to be more for pulling metal pans out of the oven, since it seems to close itself tighter than the PYREX models do.
Well....I have a question. When you squeeze the handles do the jaws close or open? Also can it be locked in open or closed position?

Oh good LAWD Hoot60 -- is that *really* what this thing is?? For the record, one of my bosses happens to own a fleet of vintage Chambers ranges (I'm still threatening to hijack the bright red highback one of them for my own kitchen...it'd fit and be period correct here) that currently just collects dust in the breakroom @ the shop) but those things are *so* da*mned heavy to move?!)
But even MORE FUNNER, amongst all the rest of the various wide variety of Chambers custom aluminum cookware, cookbooks, and so forth he's also collected with the stoves, I don't EVER think I've seen one of these little things amongst his stuff...??? <LOLOLOL>
To fhrjr2, the jaws close when the handles are squeezed, and there is no locking mechanism for them. (my PYREX ones are designed to 'lock' onto their glass pans, though)
Modern versions are out there, marketed toward hikers/campers/backpackers.
It's a pan lifter for deep dish pizza or a pan like that. Note the open space on the clamp. That is where the lip of the pan goes.
