My late grandparents were antique collectors and dealers from Tiffin, OH. They would frequently travel the Ohio countryside on picking expeditions, and pulled this out of a coal bin around 1947. The original marble had broken, so my grandfather took it to Lloyd Bros. Monument company in Toledo, and had them make the replacment pieces. A magnet would not stick to it, so I'm guessing it is solid brass? I have seen quite a few of these ornate stands online, and the value seems to fluctuate widely...from aroud $150, to $950 on the high end.
Having an old house, this is the sort of thing that fits in. Sizes are so crucial, as balance is the way I work my decor to be overall pleasing. I buy based on color, design, style, and scale and function. This is a piece I would ask the dimensions on right away, since all the other criteria has been met. Length? Width? Height?
