I was given this Navy bracelet many years ago. haven't found much on the guy. the metal tag is made of a thin material. very hard to read.
The tag says: USN

2-4-02
These are early USN dog tags. Usually have finger print on the back of them.
I'll see if I can find anything on fold3.

Forgot to add.
Bottom # is usually date of birth, and top # is enlistment date, so this guy enlisted just after the war.

Couldn't find anything additional about his 1920s service.
Did find his ww2 draft registration card. In 1942 he lived in Drakes, KY and worked for the Henderson Settlement School. He was 5-8, 127 lbs. and married to Esther.
