Indian knife ..paperknife?

I found this in the wild recently... an got quite excited! Thinking on though, I have no clue if it's a decorative knife or a paperknife? Sheath is brass handle is a silvery colour and the blade is very scratched and engraved on the non use side. Measures 7.5" long, including sheath. Any thought will be very much appreciated
