Maybe Czech glass? Perfume bottle? Art deco?

I have no background on this. The stopper has possibly been glued in because it doesn't come out. At first I thought it was a snuff bottle, but after researching more, I think it actually may be a tiny perfume bottle. It's black glass or crystal with possibly silver decorations and rhinestones. It could just be silver toned metal, I don't know. My best guess is that it's Czech glass because it resembles some other ones I've seen.
UPDATE: I got the dauber out! Do they commonly have the little hangy down tail? I've only seen the ones with the ground glass stoppers. Thanks for helping!
