Figures are fine detailed and appear to be clay and painted, the Dwarfs are 2 inches tall and the Witch and Snow White are 4 inches tall. These appear to be German according the story by Grimm Brothers.

Yes, Strange creatures indeed as was the fairy tale creatures in the 19th- early 20th century, these are very well painted down even to the color of the eyes and the apples in the witch's basket
I saw the same Set ,but they were abused
and that person, thought it was Pre Disney
that’s all I could fine ,they were sold in 2014
So I don’t know if it’s the same set ,repaired
The reason I’m saying this is
it would mean there are two sets
possibly eliminating the thought it’s
somebody in a room
making an individual creation
with a one of a kind
but they’re very nice
Could have been a small cottage industry making them . But they are surely not pre Snow white in my opinion . But a wonderful set and I would love to find a set !
I would expect there are more that were produced since no one would sculpt the molds and use once and they are done very professional .
I found a set similar to this one and could not add it to my posting, seen in the Netherland, does not appear to repainted, but very clean, seller did not provide any information.
I deleted one picture and added a photograph of another set, possibly these were made in Japan.

On October 31, 1912, the story opened as a Broadway play. It was in this play that the dwarfs first received names. Those names were: Blick, Flick, Glick, Snick, Plick, Whick, Quee
In Walt Disney's first animated file in 1937, the dwarfs were renamed: Doc, Grumpy, Happy, Sleepy, Bashful, Sneezy, Dopey
I also believe they are USA made as there is no country of origin on them and if Japan or Germany made they would have been required to put their country on figures .
Thank you for your kind comments and the insight on the figures, the search continues but with a much narrower area of searching.
I have this set and would love to find out more about them if anyone has stumbled across further details.
