I found this out by the trash today. Had to save it. The Only information I have is what's inked on the cheap frame I removed it from so it would not be further damaged. Dresden Germany Art School Student P. Hallmann doing his take on Jan Van Delft.
If anyone has any information or insights please let me know. Late 1940's you think ?
Nice save. A quick look and I didn't come up with any Hallmann's whose first name started with "P". It was, and is, very common for students, and even non-student artists, to copy the works of other artists as practice. Here is what the original looks like:

So, this painting is not an attempt to create duplicate. I've known artists who do that to sell the duplicate, though they usually make it a different size, attribute it on the canvas, etc. Probably just an exercise, by an art student. For every art student who "makes it" as a professional artist, there are thousands who don't make it and seek other paths. This artist may be one of those.
