Blown glass ????

I recently purchased a mixed box of depression glass and some other amber glass items amongst it was this it's blown glass with a hole at both ends but one and has an internal Reservoir with a hole in the bottom of it what if you put liquid into the reservoir on the inside it doesn't go through to the main part I'm completely confused I've asked for 5 people that I know if they have any idea what it is I'm hoping that someone is going to look at it and say" I know what that is "I hope this finds everyone safe
