Silver plated GIZMO what is it Serving Vessel rescued from my parents recycling bin PAIRPOINT

Years ago in 1970's my parents sold all the sterling silver... Bad plan but they thought they were "rich"
The dealer buyer would not buy the silver plated stuff. So they dragged it home and put out by the curb a few years later for TRASH

I am glad I topped by to visit and saw it. I gave them a piece of my mind for not even asking if I might want any / all of it

I had one platter with family crest monogram restored and left the rest as found

This is my favorite piece COOL Art DECO style , critter sea horses? What is not to love stamped / marked on the bottom
I aint no silver guy
