Trying to identify this maker on the doll, as one can see it says Prince William but the other marks I am not sure what they stand for

Prince William of Wales, made in 1982, number 59 out of 500 made in 82. eBay is full of them if you take a moment to look. From various years and when you check, very few actually sell. Seems either people don't collect them or they are to common.
