Snoopy in his WWI flying ace persona was first introduced in the comic strip in late 1965. This is a non-denominated US postal service stamp from an early 1970's advertising campaign to promote using the Air Mail service. They are indeed very hard to find in unused condition. They were given away free at nationwide post offices for a very short period but most were used and any leftovers were probably discarded.
