I hesitate to call this a spoon because I don't think it really is -- more of a "stirrer" instead, no matter what the real name for it might be. It is likely intended mostly for commercial foodservice applications, where one would routinely need to stir/mix somewhat larger quantities of things than in one's personal kitchen...? <lol>
Anyway, it is branded "MATFER 500, Made in France". A quick google look suggests that MATFER is indeed a producer of commercial kitchenware but I didn't find this particular utensil at a glance. It is molded of stout off-white plastic, (melamine?) about 19-3/4" long, 3-1/4" at its wide end, and 3/8" thick at its handle. I doubt (but don't know) that it is too terribly old, just one more slightly unique thing to be found hanging around in my own kitchen... <giggle>
