This is the Bend-I-Kins game by the Embossing Company of Albany, NY, and it was patented in 1921, with artwork by David Urquhart Wilcox.
I have not been able to find one single other example, and have posted it on a "wooden toys" site, and no-one there has ever heard of it either.
If anyone knows anything about this toy, please share your knowledge . . . no matter how trivial it may seem.
