      The smaller item appears to be a reamer. One flat picture makes it a little difficult for old eyes to see well.

      I agree with fhrjr2, bolt cutters and a handheld reamer. (I could use a reamer that size, every once in awhile!)

      Back in the day when they made saddles ill bet its a saddle needle and the bolt cutters are 112 years old made on jan 9th 1909
