I have no idea who made it or how old it is. There are four stylised thistles on the lid, pink, yellow, blue and orange. There are eight on the base, designed to line up with the ones on the lid. The design is precisely placed on lid and base. The quality of the enamelling is very good indeed. There are no marks of wear on the base at all. But is there anyone doing enamelling like this these days?
In the first image the bowl is full of cotton wool for clarity.

Thank you, Newfld, for a great comment. It's very welcome.
The thisle design would really give appeal to those who love anything Scottish. The Art Nouveau look is complete here, giving this glass piece total glory which any person would treasure !~
PhilDMorris, thank you. Your comment is very pleasing as I trust your ability to place a piece in it's period far more than I would my own.
Oh,what a beautiful and precise art work.
So bright and cheerful! I can see why you were drawn to it. The thistles are wonderful!
The top down view is beautiful. The thistles!
