Hand painted japanese vessel with brass neck

This presumably Japanese vessel, at least looks like the water tank of a shisha.
However, I believe it could or should be something else.
A carafe, a bottle or a vase?
Unless, of course, shishas were made in Japan?
I tried to find the signature but it is seems to be beyond my ability.
