      Welcome to CW Lorbie!

      You've found an abrading stone. It's used rather like sandpaper - think abrasion - to lessen or remove a sharp edge on another stone in order to fashion an arrow head or other cutting tool. Hope that makes sense?

      This might be a natural stone formation. I found a similar one years ago. The lines are veins of a slightly softer mineral which erodes faster than the body.
