      The body of the item looks like a timber marking gauge but the toothed wheel on the end is probably for marking holes for stitching on material or leather.

      Search for "marking gauge" and you should come up with bunches of similar tools -- this one looks unique with its round toothed end (they usually have just a simple scribing point) so might have a particular special usage...??
