Oddity sculpture found in Michigan

I'd love to learn more about this sculpture. There is no markings of any kind. Imperfections all around. The platform and baby are two separate pieces. Looks like concrete but it wasn't molded I assume because nothing is even about it. Any info or help is definitely appreciated.
