      The signature looks a bit like "Bastian". There was a prolific Indiana artist named Glenn Franklin Bastian 1890-1966 who did a lot of work in Mexico, but this does not resemble his style. I researched this artist extensively and have dozen, or so, of his paintings in my collection.

      Image searches show a lot of similar street scenes (with the arch and other elements) in paintings of Italy, by Petrilli and others. It’s possible only the frame is from Mexico. Sorry but I can’t make out the signature either
