That would be 1963 and Louis Marx Co. better known as Marx Toys. This is my first of the Marx monster figures, these are often reproduced as the originals are much more expensive then the usual Marx 6" figures. The hunchback is one of my favorite of the Universal monsters as he not only survives but wins. He turns out to be a superhero of sorts.
The color on this was a bit hard on the camera, it is actually a bit duller than it seems. This has the usual detail and animation one would expect from Marx.

Some nice touches but I'm not sure about the pose. Is he breakdancing? saving a goal in a soccer match? Saying dont look because someone has discovered him going to the toilet in the bushes?
