This is what is called a Holy Grail by collectors. Bill Scout was a mail away premium figure. To get Bill Scout one had to get 25 stars. Every figure had 4 stars and most of the sets had 5 stars. These were stars printed on the boxes and they had to be cut out of the box. That would be five figures or 4 sets or some combination thereof.
The difference between Steve Scout and Bill Scout was that Bill Scout had blond hair, shorts, T-Shirt (class B uniform) and shoes instead of boots. This Bill Scout is near mint with very tight joints especially the head. It took forever to get the Steve Scout figure seen in photo 4 to keep his head somewhat straight.
