Awaji Island seven lucky gods ceramic plaque

This ceramic plaque is 4.75" diameter x 1.5" high and weighs 17 ounces.

The text at the bottom says "Awaji Island Seven Lucky Gods". The scene is of the seven lucky gods on a sailing ship. Probably the American equivalent of a horseshoe for good luck? Not sure of age or source. Possibly some sort of tourist item from Awaji Island. I was unable to translate the two stamps.
