Candlesticks with Paperweight Stems

Hi, I came across these candlesticks, have had them appraised, and I still don't know what they are...They are about 5" high, and there are rough pontil marks are inside the top bowls! They are a set, but one is 1/4" smaller. There was a note laid in the box which said "Competition Piece" but with no further explanation. These are definitely mystery pieces to me, anyhow....If anyone could point me in the right direction as to their origin, I would be extremely grateful. The appraiser said they were likely Bohemian in origin and put $200.00 (fair market) and $400.00 (replacement) cost. Thanks...
