Small brown and blue glazed pottery

Does anyone know anything about this artist? I came across it and believe I saw one similar in doing research at one time that was special. I could be wrong, but the piece really spoke to me. Myself I am not sure if this Rusty is an artist of out of a factory. The piece kinda confuses me, any help would be great!
