Large Red Glass Vase with applied Blue Glass Rose, Green Petals and Stem

I need help with information on this vase. It is cased/layered glass, red with yellow splateres, white inner layer and clear pedestal base. The 3D rose is blue (a deeper blue than pic shows) with green petals and green stem. The Rose, petals and stem are applied. The stem wraps around the vase. The measurements are
13" T x 9"W (opening) 5.25"B. I would greatly appreciate any comments or information on the style/type of vase and any other information about possible maker and period. Thank you so very much!
