I bought this bike last weekend. It is a 1946-47 Murray-Ohio Bicycle. It was sold as J.C Higgins based on the air-cooled hub and the brake arm. The headbadge is missing but it wont be hard to find a J.C Higgins badge. The bike has been repainted with what looks like house paint or spray paint. I cleaned most of it off with WD-40 and sand paper. Right now I'm in the process of cleaning the rest of the bike. There was a layer of grime all over the rear hub and the chain. The crank and sprocket need to be cleaned. I have some new pedals to put on there. I need to straighten out the chainguard and the fender braces and the basket. Then I'll put a new set of tubes and tires on it and it should be ready to go.

Very similar bikes were sold as Western Flyers, built by Murray and with the same sprocket, chain guard, fork and all. Look here: https://lh3.googleusercontent.com/-PLKVIy15Hsc/TqyHedybBdI/AAAAAAAAA9w/KdjKthNEBug/s640/100_1257.JPG
I have been told the above is a 1946, 47 or 48. Serial MO-L 78436 and I have heard various stories on the serial numbers so, it would be interesting to know how you dated yours.
