These are old but my eyesight wouldn't allow me to see enough detail to know who made them The detail and visible ques tell me they're old. Pre-WWII?

The tractor appears to be Pre-War with it's white rubber tires and it also appears that the Fire Engine has cast metal wheels, which also suggest a Pre-War origin. Are there no markings underneath? Hubley? Arcade?
