I cant for the life of me figure out who the artist is, or when and where this painting was done. It has several auction lot numbers written on the frame. It seems to be a French scene. I saw several identical paintings on Antiques Roadshow but from a different painter.
I think you are probably thinking of the art by Édouard Leon Cortès (1882–1969) who is so well-known for his Parisian street scenes.

There were a number of artists who reproduced commercial paintings in the style of Cortès.

any ideas on the painter?
The signature looks like Saibet or Saiber and I didn't find anything. My guess the artist is unknown and one of the many who painted this genre for commercial purposes. It's a very beautiful painting so just enjoy it.

French painting; ask Tajan auction house, they have free evaluations. The only artist I know of that signs like that is François Jean Sabbet and he outdates Cortès by 100 years. Tajan is a much easier auction house to deal with then our American high value auctions.

I looked at what little work I could find by Sabbet and in my opinion the painting shown here has no similarity in style or genre to Sabbet:

Correction to # 7:
