      It's a post office box lock key, my grandmother was a postmaster in venice California and thses were the master lock key's for the mailboxs, the hinge kept the key in the lock when the door was opened and floped down to load the mail. The latch kept the key from falling out and insured that the key was never left in the lock. The key was on a retractable leash on her key chain.
      We have two blanks we found at a flea market.
