I am trying to find out some info and approximate value on this sign.It seems to be a rare one.The price of gas goes from 15 cents to twenty six cents and tells you the price it will be up to twenty gallons.
I suggest that you email Matthews Auctions, with photos, and get an auction estimate. Remember, condition is a very important factor. They have sold this sign in the past:
October 16, 2009, sold for $3,250
November 6, 2010, sold for $2,300
August 5, 2011, sold for $,1500
Go to their home page and in upper right corner is a "search" box. Type in the words weed chains and click on the go button. The three sold lots I listed above will appear and each has a photo of the sign like yours.
An article from "Antique Collectibles and Auction News" about the November 6, 2010, auction that mentions your sign:

Yeah i would email Dan Matthews hes a nice guy and will be able to help a lot. Your sign was mad by the american art works in Coshocton ohio.
Thanks, oilman, good information. You have become quite a connoisseur. :-)
I have never dealt with Matthews but have read about their auctions in "Maine Antique Digest." They do get great prices for advertisement items.
