Ive been studying similar examples to this Vase on Ebay, Ive noticed that this resembles many Vases with a Unique animal style themed glass figures applied in a also similar fashion being attributed to the Harrach Glass Company, I would conclude then that this is a Antique Harrach Vase which would make it Very Old piece of Art Glass from the Victorian Era, around the late 1800s! Thanks everyone for looking!
