I picked this up at a rummage sale, it has no markings or symbols on it ,the arrows appear to be brass and the heads and tails look to be cast in a mold and are threaded onto the shafts ,the arrows are bound together by a soft metal rope.
The ball appears to be carved out of rock that has fossils embedded in it. I took it to a local antique shop and showed it to 3 different dealers but they were not able to identify it .
