Purchased this for $1 today. I am interested in learning what the use of this item is. The ball does move when pushed.

Just a guess, but I'm going with ticket or stub holder.
Hung on the wall with the open end down it acts like a clamp to hold anything small enough to slide into it...... the hard part is getting it out , you have to hold the ball up in order to retrieve your item the worked o.k. but went out when 'sticky notes' came to be.......
