Blue egg w/windmill and sail boat.

This piece is obviously victorian with the applied raised swirls. I simply have never figured who made or where it came from. The windmill in the backround with a sailboat mid scene and shoreline in foreground. It confuses me. It is an egg and come apart in the center. This piece has me baffled. One of those three dollar flea market finds from years ago.
