I don't see any marks on the front-- there may be some on the back of it.

How is it attached to the wood?

It's attached by a wood screw and there is a ingraved 103 in the wood. Thanks scott

I'd look for marks on the metal-- if you can easily take it off of the wood.

If you can, post some photos of the back of the metal.

As a Teddy Roosevelt collector, I can venture a guess. Mind you my info is limited, just a collector and by no means an expert. Bronze plaques were made as souvenier items for just about everything Teddy did. From ocean voyages, trips to Africa, etc. While he was President and even after his death. A well known bronze by J E Fraser was made in 1920 after Teddy's death. Many other companies made them. So many Teddy items were made I doubt anyone has catalogued them all. This appears to be a posthumous plaque by someone. 1920-1925 was the high period for these.

The metal doesn't look like bronze on the back.

And the wood doesn't look like high quality either.

I think that the wording is "Crane Tech" and this was some sort of high school/ technical school metal shop project.
