My Grandmother received this around 1900 for helping a friend's mom in a variety store. Does anyone know anything about the marking or where I might research?

Photo is blurry; looks like "Rising sun" Nippon; mark is probably related to Noritake. period 1890-1921 but can not really tell exactly. Simiular printed marks occur on dated screen printed porcelains as late as 1958. Japan "Rising Sun" mark.
