      Hello Doug
      My initial thought when I saw it was that it might be a pipe lighter. Are there any marks on it? That's my guess.

      there are no marks on either piece nore is ther any form of ignition the small nickle colored on has a very fine filiment that runs in the center of the piece that looks like an egg beater
